Hi,
The ToolBar itself is free, so you won't be able to find it in the purchase list. However things you put in the ToolBar may not be free. For example, if your ToolBar includes a drop down menu, then you need a license for the menu.
The license error message should read "xxxx yyyy requires a license", where "xxxx" is the component type. That should not be "ToolBar". If you wish to license the product, you should purchase a license for "xxxx" shown in this message.
