EOWP.exe locked by process even when not running Options

The EOWP.exe that's in the runtime directory is getting locked even though it's not running. It's getting locked by a process called csrss.exe.

Hi,

This would appear to be some issues that are not related to us as you mentioned that our code is not even running. So we are not sure what we can tell you on this.

csrss.exe is a Windows process. Do you have any idea why it would be locking it if the application is closed and EOWP.exe is not even listed in Windows Task Manager?
