There is no permissions that controls whether you can save a file or not --- technically if you can open the file, you already have the entire file data on your computer, so nothing can prevent you from saving another copy of it into a different file.
Additionally, permission settings are just what the file "wants" --- in another word, it's like the PDF file author's "wish". A "comforming" PDF Reader supposes to "honor" this wish. However PDF file is open standard, so in theory anyone can write a reader NOT to honor these wishes.
Lastly, only the values listed in the PdfDocumentPermissions enum type are defined:

Since there is no PdfDocumentPermissions.Save option, there is nothing to tell a PDF Reader whether save is allowed or not.
