Error adding EO.WebEngine.dll to references Options

I am trying to add "EO.WebEngine.dll" (v2023.1.45.0) to my project's the references and I receive the following message:

A reference to "PATH\EO.WebEngine.dll" could not be added. Please make sure that the file is accessible, and that it is a valid assembly or COM component".

Could you please tell me what is going wrong?
