Licensed, but no license? Options

I just put the license file into the Bin, copy/pasted the coding into my global file, and even added in the httpModules listed in another topic on this board, but it's still coming up with the message saying I need to get a license.

I'm running the menu 3.1 on VB.NET
What am I missing?
